So is this a racist remark or a factual remark? Name one successful Black country? How about a successful Black run city in this country? Washington D.C. (the vote for convicted dope dealers and crooks) and New York under Dinkins? Racist or factual? Will it hurt Schwarzenegger? Blacks won't vote Republican anyway and it might pick him up some Hispanic votes.

Before you get carried away here: Atlanta under Andrew Young was supposedly run well. Los Angeles under Tom Bradley did fine for sixteen years and Detroit was a white disaster long before any black arrived. Ditto Cleveland. It can be said here that whites fucked up places so bad it's insane and nobody is saying "turn whites loose on a place and it will go right down the tubes". So while the remark may be racist, applied to countries it is the truth.
