Look at this in light of the power-challenge and honor shame. Allawi was shamed by the U.S. when publicly told he couldn't pardon people who had killed American soldiers. So he has struck back to regain honor so he can continue the push for power by re-opening Sadir's newspaper, the one the U.S. shut down.
