The answer to the above query is "nothing." This jerk is screaming real loud to a more than willing media in order to divert attention from his incompetence. He had nothing in place, no evacuation plans, nothing. So while I and others rush to judgement on Bush and the Feds, the first piece of maggot puke is the Mayor himself. The first responsibility of any local leader is to prepare for disaster. He did zippo. The bucks stops for at least an hour or two at the Mayor and his big mouth.
This untreated sewage should have known and planned for the 125,000 residents who could not evacuate due to no car and poverty.
He should have known that the bars on Bourbon Street were still serving drinks as late as an hour before Katrina hit and closed them ten hours before.
This bum should have informed everyone each week of the danger posed by the likelihood of flooding as well as the known weakness of the dikes
This lower than whale shit mayor is criminally liable for all the deaths in New Orleans. This waste product was ELECTED by the dopes in New Orleans who must bear the brunt of the responsibility of his incompetence. This decaying corpse did nothing to end the well known corruption of the New Orleans Police Department and it should be no surprise that their criminality expressed itself in looting.
So the state government was not informed that 125,000 people were too poor to evacuate, and while the governor should have been prodding him, how much prodding is necessary to get the moron to do his job?
This takes no responsibility off the slow Federal response because Homeland Security is supposed to be ready, but how ready could they be with
There is blame to go around, but most of it is on the big mouth Mayor, his corrupt police department, and his slugs in New Orleans government.
