I'd guess originally Joseph Goebbels. The American Left has been practicing it for deccades, so I imagine it is taught to new accolytes in meetings of same.

A friend of mine from Ukraine says that in her native country the saying was supposedly from Stalin. Just goes to show you: whatever they borrowed from the rest of the world, the Soviets were sure to claim it was invented by them!
It's either $1 per year for a million years or fifty cents a year for two million years.
Ummmm.... I'll take fifty cents for two million years, Howard. Don't want to overdo it.
