A hard lesson for all of us regarding our generosity. Here is the beginning of a piece about Sri Lanka

COLOMBO, July 15 (Reuters) - Sri Lanka's Supreme Court froze a government pact to share $3 billion in tsunami aid with Tamil Tiger rebels on Friday, in a fresh blow to peace hopes as a rash of violence threatens a three-year truce.

The court objected to clauses regarding the management of donor funds pledged to rebuild tsunami-hit areas in rebel-held parts of the island's northern coastline, but it stopped short of declaring the agreement illegal.

A backlog of some 1,500 containers had built up on the docks at Medan's main Belawan port, but that as of July 12 there were only 300 containers of aid, half of which had been there for only a week.
There are a ton more over there, but this is a lesson in these criminal governments, inept at best UN, and NGOs who don't have a clue. If the goodies are laying around the strongest will grab them.
