It sets a bad precedent.
If they can get $2K apiece prize money in NO, why not start riots and set fires in your own city, so that you too can win this lottery when your town is declared a Federal disaster area?
What's my alternative? Create some Federally subsidized clean-up jobs to get some spending cash into de po' folk's hands. Do that soon, but don't just hand out free money.
