What did you expect? As long as civil servants are allowed to join unions or worse still, compelled to join unions this what you can expect. Full vouchers are the only way out absent abolishing all teachers unions. that and expelling trouble makers from schools as well as denying unemployment and welfare benefits to drop outs or those who fail mandatory minimum standards for graduation. the carrot doesn't work well without the stick.
